DAVAO CITY, March 7, 2017 — Ombudsman Conchita Carpio Morales has ordered the filing of charges against former Davao City Rep. Prospero “Boy” Nograles during his stint as “caretaker” congressman of the 1st District of Misamis Oriental.
Nograles, according to the Ombudsman’s official website, “is set to face trial for three counts of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019), one count of Malversation and two counts of Malversation thru Falsification of Public Documents.”
The charge involves his alleged participation in the Priority Development Assistance Fund (PDAF) of the province.
Ombudsman investigators traced the anomaly as originating during the tenure of former Congressman Danilo Lagbas who passed away in 2008. Documents showed that from 2007 to 2009, the Department of Budget and Management released P47,500,000.00 as part of Lagbas’ PDAF. Several non-government organizations were chosen to implement the Integrated Livelihood Projects in the 1st district, with NABCOR, TRC and NLDC as implementing agencies,” the Office of Ombudsman said in is website.

- National Livelihood Development Corporation (NLDC) representatives Gondelina Amata, Evelyn Sucgang, Emmanuel Alexis Sevidal, Ofelia Ordoñez, and Sofia Cruz

Morales said that even if the primary accused has passed away, the liability still stands with a private person.
