President Rodrigo R. Duterte has fired Philippine Charity Sweepstakes Office (PCSO) General Manager Alexander Balutan.

In a recent statement by Presidential Spokesperson Salvador Panelo, it was said that the former Marine general’s services were terminated due to serious allegations of corruption.

PCSO Deputy Spokesperson Florante S. Solmerin said in a statement sent to reporters that Balutan opted to resign for “personal reasons” and did not further elaborate.

Balutan was a graduate of the 1983 batch of the Philippine Military academy and was one of the retired generals President Duterte appointed to civilian posts when he took office in 2016. His most recent brush with controversy was in 2018 over a supposedly lavish PCSO Christmas party that reportedly spent around P6 million; but he also faced criticism in 2005 for then defying an executive order by president Gloria Macapagal-Arroyo.

“We hope that this will serve as a stern warning to all government officials and employees that there are no sacred cows in the current administration, especially when it comes to serving the Filipino people with integrity and loyalty.” Panelo said in his statement.

“The campaign against corruption, like the war on prohibited drugs, will be relentless and continuing until the last day of the President’s term.” He added.

On the firing of PCSO GM Alexander Balutan

Good governance and public accountability are the twin hallmarks of the Duterte Administration. These are the standards that those in the government must exercise at all times and with utmost responsibility and fidelity.

Those who fail to observe the same will inexorably suffer the harsh and punitive consequences.

The Palace confirms that President Rodrigo Roa Duterte has terminated the services of Philippine Charity Sweepstakes Office (PCSO) General Manager Alexander Balutan on his present post due to serious allegations of corruption.

We hope that this will serve as a stern warning to all government officials and employees that there are no sacred cows in the current administration, especially when it comes to serving the Filipino people with integrity and loyalty.

The campaign against corruption, like the war on prohibited drugs, will be relentless and continuing until the last day of the President’s term.

“Not during my watch!” is the searing message of PRRD to those who wish to violate the the Constitution and the laws of the land.
